The Torbridge Cull slums wouldn’t exist if it wasn’t for the power and influence of the criminal element that rules over it. The people who live there would have long ago brought themselves up out of poverty if such gross portions of their income, labour and sense of self-worth wasn’t swept away by the tenement slumlord and his enforcers.

It is a place of desperation and despair, and few who fall into the trap of living in the tenements ever escape.
